What a New Vietnam-Russia Deal Says About the Mekong’s Future

It is potentially an unusual business transaction. While the prospect of a Vietnamese company taking over a Russian group in of itself is unusual, the buyout of a strategic stake in a major fish distributor is also a reflection of changing attitudes to the management of the Mekong River.

Food security is the priority issue dominating the political agenda surrounding the lower Mekong subregion for the Vietnamese and Cambodian governments. It’s a stark contrast to thinking in Laos, which sees the Mekong primarily through the lens of hydropower.

Cambodians Seek Compensation for LS2 Dam Relocation

The controversial Lower Sesan 2 Dam (LS2 Dam) is being built in the worse possible location: at the junction of two of the most important tributaries of the Lower Mekong River in northern Cambodia, i.e. the Sesan River & Srepok River.

This dam has received strong opposition and criticism from scientists, fisheries experts, NGOs and Human Rights groups. The dam will be located at a vital junction for the reproductive migration of dozens of Mekong River fish species. Thousands of families in six Villages in northern Cambodia will be displaced.

China drives water cooperation with Mekong countries

China is more closely involved in cross-border cooperation on hydropower and water management after the six countries that share the Mekong River signed a landmark agreement late last year.

While more needs to be done between these countries to resolve disputes and encourage transparency over dam building and shared water management, the agreement signals a greater willingness to discuss areas of discord that have soured relations in the region in the past.

During their meeting in in China’s southern province of Yunnan in November 2015, the foreign ministers of China, Myanmar, Laos, Thailand, Cambodia, and Vietnam launched the Lancang-Mekong Cooperation Mechanism (LMCM), an initiative pitched at the November 2014 Summit Meeting between China and the Association of Southeast Asian Nations (ASEAN) in Naypyidaw, Myanmar.

Faces of Dawei, Faces of Change

Dawei is a seaside community of less than 5,000 families, in one of the world’s least developed corners. Myanmar’s ever widening borders, however, have lured investments here on a scale beyond anything ever conceived within Southeast Asia.

The Dawei Special Economic Zone environs nearly 200 square kilometers of industrial development, a deepsea port and associated road, rail and pipeline links to neighboring Thailand and beyond.

Photojournalist Taylor Weidman captures the faces of Dawei as they they contemplate what lies ahead. Will their fisheries and betel nut farms still provide viable livelihoods? Will new jobs actually be available to them and their children or largely to higher skilled prospects from abroad? Will environmental controls be sufficient and sufficiently enforcement to protect the community, and the natural resources that now sustain it?

At the Borders of Ecological Destruction

A new year is often a time for joyful celebration. But Pianporn Deetes bid farewell to 2015 with a heavy heart.

“The Administrative Court gave me the most cruel Christmas ever. My spirit was dampened throughout the New Year period,” she said.

Pianporn is remembering her experience listening to the ruling on the Xayaburi Dam on Dec 25. The lawsuit — in which 37 villagers from eight provinces in Thailand affected by the project sued the Energy Ministry and Electricity Generating Authority of Thailand for allegedly signing a power purchase agreement illegally — is a landmark case since it was the first time people have gone to court for environmental and community rights protection from a transborder project championed by the Asean Economic Community (AEC). The dam is now being constructed, with investment from Thailand, on the Mekong River in Laos. When finished, over 90% of electricity from the dam will be sold to Thailand.

In this issue, we examine the economic value of Lower Mekong fisheries, the growing importance of aquaculture in world fisheries production and Southeast Asia’s largest ornamental fish market. Ecological trade-offs

Hydroelectric dams grace bank notes in developing countries, from Mozambique to Laos, Kyrgyzstan to Sri Lanka, a place of honor reflecting their reputation as harbingers of prosperity. That esteem, now enhanced by hydropower’s presumed low-carbon profile, continues to overrule concerns about environmental consequences and displaced people, as evidenced by a surge in dam-building in the developing world.

A recent paper in the journal Nature Climate Change suggests a seemingly obvious, yet novel approach: Bring in aquatic scientists at the beginning so that engineers can consider ecological principles first, not last. The paper came out of meetings organised by the National Socio-Environmental Synthesis Center in Annapolis, Maryland, in 2013. Engineers and aquatic scientists discussed their core requirements for a hypothetical case study of the Iowa River in the United States.

Report: Economic, Environmental and Social Impacts of Hydropower Development in the Lower Mekong Basin

The Mekong River is the largest freshwater fishery in the world (estimated fish catch 2.1 to 2.5 million tons/year) and the third most bio-diverse river system (with approximately 800 fish species) after the Amazon and the Congo. However, this would change drastically if all proposed hydropower projects are constructed as fish migration routes would be blocked.

This paper focuses on potential economic consequences and is based on the Costanza report which in turn used much of the data, assumptions and projections reported in BDP2 and SEA. The main differences between the Costanza report and BDP2 were the estimated fish value, valuation of ecosystem services and discount rates for natural capital such as capture fisheries and wetlands.

Upper Paunglaung hydropower project opened in Sittang River valley

Myanmar’s 140-MW Upper Paunglaung hydropower project officially opened this week in a ceremony that included officials from the country’s Minsitry of Electric Power and President U Thein Sein.

Located in central Myanmar along the Paunglaung River, the $24 million plant will help meet the country’s demand for power, which is increasing about 15 percent per year. An estimated 50 percent of Myanmar has no access to the power grid.

The hydropower project includes a 1,700-foot long, 322-foothigh “roller-compacted” concrete dam that will impound a reservoir of more than a million acre-feet. It will generate 454 million KWH and the electricity generated will be transmitted through the national power grid.
