Even though, Thailand has announced that the diversion of the Mekong’s water will only take place in the rainy season but in fact it is also being carried out during the dry one that lasts from February to May of each year. This plan has been going on “quietly” and continuously without any public announcement to inform the world communities or the countries downstream.

To Fix the Mekong, Just Look at the Evidence: Q&A With Dr. John Ward
Dr. John Ward is a research scientist at the Mekong Region Futures Institute specializing in integrated natural resource management. He spoke with VOA’s Neou Vannarin about the future of the Mekong, the effects of climate change, hydropower development, and the impact on the environment and people of the region.
Risks from Mekong River water transfer
Mekong River originates from China and flows through six countries, of which Vietnam is located in the lower part. In recent times, many hydropower dams have risen upstream, making 55% of the river length into a reservoir blocking the water flow further downstream.
The pressure in terms of water on the Mekong River downstream region is growing ever bigger when the water transfer projects to dry regions have been set up.
Water Conflicts and the Fate of Mekong Delta
Water conflict on the Mekong is getting increasingly tense and the fate of Mekong Delta is really being threatened by drought and salinity intrusion. The Kong-Chi-Mun-Loei project aims to get irrigation water supply for 4 river basin covering 1.8 million hectares for rainy season and about 900,000 hectares for dry season in 17 provinces of northeastern Thailand. The project will take the water amount equivalent of 1,200m3/s from Mekong River. In the dry season, the flow on the Mekong River in recent years is only about 2,500m3/sec. Thus, the amount of water Kong-Chi-Mun-Loei project would take almost accounts for half the amount of water on the Mekong.
Mega project to take 4 billion m3 of water from Mekong River
On the Loei River, a tributary of the Mekong River, an “unreal” project of water diversion by Thailand is about to commence, which would cause severe conflicts on water usage on the Mekong. The project with the name of Kong-Loei- Chi-Mun is a “massive operation” on the whole of the Loei River and will result in villages and houses being wiped out to make way for water containment. Not only the livelihood of the people connected with Loei River will be threatened, but also serious impacts of such a project will spread down to the Mekong Delta.
Endangered lives of local people and their protest against a Thai water project
Ban Klang village in Chiang Khan District, Loei province, Thailand is located next to the Mekong River near the border between Laos and Thailand. Living there are more than 300 households, in a village that will disappear if Thailand builds the planned Khong-Loei-Chi-Mun water diversion project. Local people are concerned about the risks the project will cause for their lives such as: homes flooded, fish populations and crops declining, and village resettlement.
“Kong – Loei – Chi – Mun” Mega Project and Experts Concerns
Currently, the Mekong Delta provinces are facing saline water intrusion as a result of low water levels in the Mekong River. Cambodia and Lao PDR are also plan for similar water diversion projects. If the Kong-Loei-Chi-Mun and similar projects will be implemented in Cambodia and Lao PDR, the volume of flood water to Vietnam’s Mekong River Delta area will be significantly reduced. Furthermore, climate change and El Nino phenomenon will make the issue even more challenging.
The water conflict on the Mekong
Ban Klang is a 400-year old village in Chiang Khan district, Loei province, Thailand. The village, home to more than 1,000 residents, is located next to Loei’s river mouth, connecting the tributary to mainstream of the Mekong River. The village is famous as a peaceful destination for tourists.
However, upon entering Ban Klang in recent times, visitors are surprised to notice banners hanging in-front of residents’ houses throughout the town, declaring “No Si Song Rak water gate here” and “Ban Klang residents do not need Si Song Rak water gate.” These are just examples of the rising water conflict in the Mekong region.
Mekong Drought and Water War
Klang Village is located next to Loei river of Loei province, Thailand. In this area, there will be a project name Kong – Loei- Chi-Mun. This project aims to storage water for Thailand by dredging the Loei River further 5m deeply and spreading 250m wide of Loei estuaries. In addition, around 24 tunnels will be constructed at the bottom of the Loei river so there will more water volume from Mekong river flowing into Loei river, then to Chi and Mun river that help keep water for dry season in Thailand.
The head of Klang Village, Ms Sorarat Kaeswsa worried that if the river bottom is dredged, then there will be no fish anymore for their livelihoods. For many years their life has been based on this Loei river. The project director with the Thailand irrigation department, Ms Chawee Wongprasittiporn, said that the project will construct 1 to 2 tunnels first to see how water flows from the Mekong River to Loei River. Then they will decide about continuing construction or revising the plan.
Govt. expedites diversion of water from Mekong
The Royal Irrigation Department has confirmed that the public sector is trying to increase water volumes in the country especially by diverting water from the Mekong river to drought-hit areas.
Expert from the Royal Irrigation Department Sanya Saengphumphong said the department was conducting a study on how to divert water from the Mekong for use and building temporary pumping stations with the capacity of 40 million cubic meters. The pumping stations are expected to benefit more than 10,000 Rai of drought-hit areas. The pumping stations will be upgraded into permanent ones with the capacity of 100 million cubic meters in 2017.
The department also had a plan to divert water from the Moei and Salween rivers in Myanmar into the Bhumibol dam in Thailand, said the expert.
